Article 1
A Training Center in Veterinary Medicine shall be established at the 91Թ—Faculty of Agronomy, consisting of:
- Vaccination clinic
- Artificial insemination clinic
- Examination clinic
- Operating room
- Medical clinics for various specialties
- Medical laboratory
- Imaging center
- Pharmacy
Article 2
The Training Center in Veterinary Medicine shall be located on the campus of Ghazir Center building, which is part of the Faculty of Agronomy. Additional centers may be established by a decision of the University Council based on a proposal from the Faculty Council.
Article 3
The Center’s missions and objectives:
- Train veterinary medicine students at the Faculty of Agronomy, as well as veterinarians, interns, and specialists.
- Enhance the standard of veterinary care.
- Conduct medical exams and tests on the Center’s premises.
- Provide veterinary services and improve their quality in cooperation with the Ministry of Agronomy and other institutions related to the Center’s areas of specialization.
- Health education and counseling.
- Compile statistics on the results achieved through the services provided by the Center.
- Carry out vaccinations.
- Operating room.
Article 4
The Center shall be managed by:
- A veterinarian serving as director.
- A medical board.
Article 5
The director of the Center shall be appointed by a decision of the university president, based on a recommendation from the faculty dean, from among the faculty members who hold the two highest ranks, specialize in veterinary medicine, and hold a PhD. The director’s term of office shall be three years, renewable.
Article 6
The Director of the Center shall perform the following duties:
- Convene the Medical Board, preside over its meetings, and prepare the agenda.
- Oversee the Center’s daily operations and supervise the work of the medical and administrative staff.
- Prepare the Center’s annual work plan in collaboration with the Medical Board and submit it to the Faculty Council.
- Oversee the Center’s operations and tasks.
- Communicate, with the approval of the President, with all ministries and public and private institutions, and propose draft agreements therewith as part of the Center’s duties.
- Prepare cooperation projects with the Ministry of Agriculture and relevant authorities.
- Prepare the Center’s budget proposal, submit it to the Medical Board for approval, and forward it to the Faculty Council for inclusion in the faculty’s budget proposal.
- Prepare the annual and financial report on the Center’s work and submit it to the President through the Dean after its approval by the Center’s Medical Board.
Article 7
The Medical Board shall consist of three veterinarians from among the faculty members of the faculty, appointed by decision of the President based on a recommendation from the Dean.
Article 8
The duties of the Medical Board are defined as follows:
- Develop a work plan and set priorities in specialized veterinary medical fields and in the activities undertaken by the Center, in cooperation with the Center’s Director.
- Develop programs to implement the Center’s operations.
- Review projects submitted by the Ministry of Agronomy and other relevant institutions and make necessary recommendations.
- Propose fee schedules for the Center’s services.
- Propose the contracting of Center staff.
- Document studies, electronic information, and scientific research.
Article 9
The Center’s medical staff consists of:
- 8 veterinarians (1 veterinarian specializing in radiology, 1 veterinarian specializing in anesthesia, 1 veterinary surgeon specializing in orthopedics, 1 veterinary pathologist, 1 veterinary surgeon specializing in general surgery, 1 veterinary reproductive specialist, 1 veterinary dermatologist, and 1 veterinary cardiologist).
- 1 pharmacist.
- 2 veterinary nursing assistants.
- Trainees from the Faculty of Agronomy.
Article 10
The medical staff shall be selected from among the faculty members or from among teaching instructors, and the hours worked at the Center shall be counted toward their teaching or contractual obligations.
Article 11
The following personnel shall be responsible for carrying out administrative and financial duties of the Center:
- (1) One administrative employee, Category 3.
- (1) One accountant.
- One secretary.
- One cashier.
- One receptionist.
Article 12
All Center employees are subject to the obligation to maintain professional confidentiality.
Article 13
The Center’s financial resources and expenditures:
- The Center’s financial resources consist of the appropriation allocated thereto in the faculty budget; revenues from projects supported by local and international institutions and companies; fees for services rendered at the Center; and in-kind and monetary donations.
The Center’s expenditures shall be committed and disbursed in accordance with the procedures established in the university’s financial regulations.
Article 14
The Center may provide services to public or private institutions pursuant to agreements concluded by the 91Թ with them in accordance with established procedures and in application of the provisions of Decision No. 1273 dated 18/07/2005 and its amendments. The Director of the Center shall prepare the draft agreement, in cooperation with the representative of the contracting party. The Dean shall submit it to the President upon approval by the Medical Board and the Faculty Council. The agreement shall not take effect until it has been signed by the President following approval by the University Council.
Article 15
Amounts received pursuant to special agreements shall be deposited into the 91Թ’s account at the Banque du Liban through the Central Accountant. Expenses and employee compensation shall be paid in accordance with the procedures specified in Decision No. 1273 dated 18/07/2005 and its amendments, as well as in the duly concluded agreements.
Article 16
Determination of the Center’s service fees:
1. The fees for services provided by the Center shall be determined in accordance with the provisions of Article 91 of Law No. 324 dated 12/02/2024 (General Budget for the year 2024).
2. The applicable fees shall be collected in cash against a receipt issued in favor of the 91Թ.
3. The Central Administration shall provide numbered receipt books and deliver them to the Center’s administration.
4. A monthly schedule of collected amounts corresponding to the value of the receipts shall be prepared. Accordingly, a collection order shall be issued and signed by the authorized collector and the Center’s director. The amount due shall be paid in cash to the central accountant, accompanied by the receipts and the aforementioned collection order, and a receipt shall be issued for the payment of this amount.
Article 17
The Center shall comply with the administrative conditions and medical and health measures recommended by the Ministry of Agronomy.
Article 18
This decision shall take effect immediately upon its issuance and shall be communicated as necessary.
